Holzmann was one of the founders of the National Socialist German Medical Association in 1929.
Then he became district chairman of the Nazi medical association in Hamburg.
For the NSDAP he moved into the Hamburg citizenship in 1931, to which he belonged until 1933.
He was the holder of the Golden Party Badge of the NSDAP.
In October 1940 Holzmann became president of the newly founded colonial medical academy of the NSDAP. In September 1944 he became general leader and deputy regional leader of the German Red Cross in military district X.
